Korea has real support for renters and fraud victims — but foreigners are often quietly left out, and nothing tells you which is which. Ondol documents each program's foreigner eligibility, with the official source and the date we last reviewed it.

Emergency housing for recognized victims

전세사기피해자 긴급주거지원 · LH · local governments (MOLIT)

Temporary public housing for recognized jeonse-fraud victims at about 30% of market rent, for up to 2 years (initial 6-month contract). Victims who need longer can apply for the separate priority public-rental track — up to 20 years (initial 6-year contract) at 30–50% of market rent. A bridge while you recover your deposit or relocate.

For foreigners

Foreign victims recognized under the Special Act CAN use emergency housing on the same ~30%-of-market terms as nationals. And because foreigners are shut out of the replacement public rental (up to 10 years for nationals) and the victim policy loans, MOLIT extended emergency-housing stays for foreign victims to up to 6 years — the usual cap is 2 — effective January 2025; confirm the current terms with your LH regional office. Victim recognition is required first, and rent and maintenance fees still apply.

LH buy-out of the fraud property (20-yr public rental)

LH 피해주택 매입 후 공공임대 (최장 20년) · LH (Korea Land & Housing Corp.)

For Korean victims, LH takes over the victim priority-purchase right and buys the fraud-hit home at auction. The victim can then live there rent-free for up to 10 years, then up to 10 more at 50–70% of market rent — or instead take the auction gain (LH appraised value minus the winning bid) and move out. It is the strongest housing remedy under the Special Act.

For foreigners

Not available to foreign victims — they are excluded from LH buy-out public rental, and without access to Housing Fund loans, self-purchase at auction is effectively out of reach (Gyeonggi press, Apr 2025 — 218 foreign victims in Gyeonggi alone sat in this gap; the 2026 amendment did not change this). This exclusion is exactly what Ondol documents. Instead, foreign victims get emergency housing extended to up to 6 years, plus the victim center and legal aid.
