Built for foreigners — no residency or visa-type restrictions on calling. Weekdays 09:00–22:00 (after 18:00: Korean, English, Chinese only). A good first call when you are not sure which program applies to you.

Counseling is open to foreign residents affected by jeonse fraud — regional centers (e.g. Gyeonggi) actively handle foreign victims. Interpretation support may be limited; bringing a Korean-speaking helper speeds things up. Weekdays 10:00–17:00 (lunch 12:00–13:00); closed weekends and holidays.

For foreigners

Counseling is open to anyone renting in Seoul, including foreign residents. Mon/Wed/Fri 09:00–17:00, Tue/Thu until 20:00 (evening slots are jeonse-fraud counseling only). Korean documents may be required for mediation — bring your lease and registry extract (등기부등본).

For foreigners

Foreign victims recognized under the Special Act CAN use emergency housing on the same ~30%-of-market terms as nationals. And because foreigners are shut out of the replacement public rental (up to 10 years for nationals) and the victim policy loans, MOLIT extended emergency-housing stays for foreign victims to up to 6 years — the usual cap is 2 — effective January 2025; confirm the current terms with your LH regional office. Victim recognition is required first, and rent and maintenance fees still apply.

Foreigners and overseas Koreans can enroll if they hold opposing power and priority repayment rights under the Housing Lease Protection Act (move-in registration + fixed-date stamp). Note: the separate government program subsidizing the guarantee fee excludes foreigners — you pay the full premium. Confirm details at 1566-9009.

Foreigners can be recognized as victims on the same terms as nationals (foreigners are about 1.4% of recognized victims), and recognition opens emergency housing (below). But the two biggest remedies tied to recognition — LH buy-out public rental and Housing & Urban Fund loans — still exclude foreigners, because that fund is reserved by law for Korean nationals; the 2026 amendment did not change this. Whether the new minimum-guarantee payout reaches foreign victims is not yet spelled out — confirm with the support center (1533-8119). The Special Act runs until 2027-05-31; those recognized, or who applied, before then stay covered afterward.

KLAC's own materials state legal aid serves 'all nationals and foreigners residing in Korea'. Free litigation support depends on the case type and income — e.g. foreign workers with wage claims (monthly income ≤ ₩2M) and foreign crime victims (≤ 125% of median income) qualify for free representation.

Housing & Urban Fund loans are not available to foreigners — foreign victims are left with regular commercial bank loans at market rates (Gyeonggi press, Apr 2025). Alternatives: commercial jeonse loans for foreigners (bank-dependent) and HUG deposit insurance for your next lease.

Not available to foreign victims — they are excluded from LH buy-out public rental, and without access to Housing Fund loans, self-purchase at auction is effectively out of reach (Gyeonggi press, Apr 2025 — 218 foreign victims in Gyeonggi alone sat in this gap; the 2026 amendment did not change this). This exclusion is exactly what Ondol documents. Instead, foreign victims get emergency housing extended to up to 6 years, plus the victim center and legal aid.
