Korea has real support for renters and fraud victims — but foreigners are often quietly left out, and nothing tells you which is which. Ondol documents each program's foreigner eligibility, with the official source and the date we last reviewed it.

Korea's official multilingual helpline for foreign residents. Phone counseling in 20 languages, plus three-way interpretation when you deal with other agencies — useful when a housing office has no English speaker.

For foreigners

Built for foreigners — no residency or visa-type restrictions on calling. Weekdays 09:00–22:00 (after 18:00: Korean, English, Chinese only). A good first call when you are not sure which program applies to you.

Counseling

Jeonse Fraud Victim Support Center

전세피해지원센터 · HUG · Ministry of Land (MOLIT)

Government one-stop center for jeonse (deposit) fraud victims: legal counseling by lawyers and judicial scriveners, financial and housing guidance, help preparing the victim-recognition application, and referrals to support programs. Free year-round psychological counseling is also available (Korean Counseling Psychological Association, 1670-5724, 09:00–21:00).

For foreigners

Counseling is open to foreign residents affected by jeonse fraud — regional centers (e.g. Gyeonggi) actively handle foreign victims. Interpretation support may be limited; bringing a Korean-speaking helper speeds things up. Weekdays 10:00–17:00 (lunch 12:00–13:00); closed weekends and holidays.

Seoul rental housing counseling center

서울시 전월세 종합지원센터 · Seoul Metropolitan Government

Seoul-run counseling desk for rental disputes: contract review, deposit issues, and mediation referrals for tenants in Seoul. Phone, online, or walk-in (Seosomun annex, Jung-gu).

For foreigners

Counseling is open to anyone renting in Seoul, including foreign residents. Mon/Wed/Fri 09:00–17:00, Tue/Thu until 20:00 (evening slots are jeonse-fraud counseling only). Korean documents may be required for mediation — bring your lease and registry extract (등기부등본).
