Korea has real support for renters and fraud victims — but foreigners are often quietly left out, and nothing tells you which is which. Ondol documents each program's foreigner eligibility, with the official source and the date we last reviewed it.

HUG jeonse deposit return guarantee

HUG 전세보증금반환보증 · Korea Housing & Urban Guarantee Corp. (HUG)

Insurance that pays your jeonse deposit back if the landlord fails to return it. The single strongest protection — but it must be arranged during your lease, before problems start.

For foreigners

Foreigners and overseas Koreans can enroll if they hold opposing power and priority repayment rights under the Housing Lease Protection Act (move-in registration + fixed-date stamp). Note: the separate government program subsidizing the guarantee fee excludes foreigners — you pay the full premium. Confirm details at 1566-9009.

Housing fund low-interest loan for victims (Beotimmok)

전세피해자 버팀목 전세자금대출 · MOLIT · Housing & Urban Fund

Low-interest jeonse loan for recognized fraud victims to move into a new home, funded by the national Housing & Urban Fund (applied for via Woori/KB/IBK/NH/Shinhan banks).

For foreigners

Housing & Urban Fund loans are not available to foreigners — foreign victims are left with regular commercial bank loans at market rates (Gyeonggi press, Apr 2025). Alternatives: commercial jeonse loans for foreigners (bank-dependent) and HUG deposit insurance for your next lease.
