Jongno-gu sits on top of Seoul's oldest subway lines and is exceptionally well connected to the downtown core, though it is more of a destination than a bedroom commuter belt. Four lines serve the district — Line 1 (Jonggak, Jongno 3-ga, Jongno 5-ga), Line 3 (Dongnimmun, Gyeongbokgung, Anguk, Jongno 3-ga), Line 4 (Hyehwa, in the Daehangno area), and Line 5 (Gwanghwamun, Jongno 3-ga). Jongno 3-ga is a triple interchange (Lines 1, 3, 5). No airport express line runs through the district; travelers connect via nearby Seoul Station.

No AREX airport line runs through Jongno-gu. The usual route is Line 1 (from Jonggak/Jongno 3-ga) to Seoul Station in ~10 minutes, then the AREX to Incheon Airport (roughly 45–60 min depending on express vs. all-stop). Airport limousine buses (e.g. route 6011) also stop in the Jongno/Gwanghwamun area.

Jongno-gu is the old face of Seoul, and its neighborhoods vary sharply in price and feel. The core along Sejong-daero and Jongno is a government-and-office central business district — busy by day, quieter at night. North of the palaces, Bukchon, Samcheong-dong, Gahoe-dong and the hillside enclaves of Buam-dong and Pyeongchang-dong are prized (and pricey) for traditional hanok, low density, and quiet — some of the most expensive residential pockets in central Seoul. Seochon (west of Gyeongbokgung) and Ikseon-dong are artsy, café-heavy renovated-hanok areas. By contrast, Changsin-dong, Sungin-dong and Ihwa-dong to the east are older, more affordable working-class neighborhoods on steep hills, historically tied to the garment trade and subject to redevelopment pressure. Daehangno (around Hyehwa) is the student and small-theater district. Overall: historic, walkable, tourist-heavy, older housing stock, and an older resident population — charming and central, but not a modern-apartment or family-highrise district.

Jongno-gu has a strong institutional foreign presence — it hosts embassies from 25+ countries and the U.S. Embassy near Gwanghwamun — and the central, palace-and-museum districts have solid English signage thanks to tourism. Long-term expats tend to cluster in the quieter, greener hillside enclaves like Pyeongchang-dong, Buam-dong and Seochon, some drawn by the international/diplomatic community. That said, Jongno is not a large organized foreign residential hub the way Itaewon (Yongsan) or parts of Gangnam are — much of the housing is older and Korean-oriented, and the resident population skews older. It is a good fit for foreigners who want to live at the walkable, cultural center of the city and are comfortable with older buildings; it is less of a fit for those wanting a modern expat apartment community.
